New feature: transfer reminder when closing account

Lately we've been contacted by a few builders who requested closure of the Permanent meter account, without realising they could have saved time by transferring to the HomeOwner instead.

To reduce the chance of this mistake occurring - when the Close account button is clicked, you'll now be given the opportunity to enter the Home Owner details and transfer the account instead:

... You can of course still proceed to close the account if for example you're not building directly for a client that will be moving in:
